increase system uptime again
The system is down for a second day in a row again. the system was down on 2/27 and 2/28. This is the second time in as many months that the system has been down for an extended amount of time. I will leave a message here everytime the system goes down.

We are working on a new version of Netcipia, integrating XWiki platform V2.0, which should be more stable than previous version we were using. It will be released in the next weeks, we are beta testing it.
